We've received several questions about the Flock Safety camera system used in Wynne, so we wanted to share some information about how it works and why it's an important tool for public safety.
There are several locations with Flock cameras in the Wynne city limits. Some are owned by the Wynne Police Department, and some are owned by the Wynne Public School District. Cross County Sheriff's Office also utilizes the Flock system in their jurisdiction. This FAQ represents the Wynne Police Department policies and regulations. Each agency utilizing the Flock system is responsible for creating their own policies regarding authorized users and usage.
📸 What are Flock cameras?
Flock cameras are Automated License Plate Readers (ALPRs). They capture an image of passing vehicles and record information such as the license plate, state, color, make, model, and other identifying features. The cameras do not record continuous video or livestream, they only capture vehicle events as they pass the camera.
🚓 How does this help law enforcement?
Flock cameras operate on a secure nationwide cloud network. If a vehicle is reported stolen or connected to a criminal investigation, detectives can search the database to determine where that vehicle has been seen. The system can also automatically alert local law enforcement when a vehicle associated with an AMBER Alert, Silver Alert, or wanted fugitive enters our area. In the past month alone, this technology has helped WPD recover four stolen vehicles.
Amber Alerts and Missing Children: In 2025, the Columbia Police Department in Missouri used the system to locate a vehicle carrying two abducted children, minutes after the alert was issued, leading to an arrest.
Stolen Vehicle Recovery: In Shasta County, California, Flock cameras helped police recover multiple stolen vehicles and close 14 felony investigations shortly after the system went online.

🔒 Who has access to the system?
At the Wynne Police Department, access to search and upload information is limited to five authorized positions -- three CID positions, the captain position and chief position. Every search must include a documented reason, and misuse of the system can result in disciplinary action, up to and including termination. Patrol officers have limited access and only receive notifications.
🗂️ What happens to the data?
Vehicle data is not stored onsite and is automatically deleted after 30 days, unless it has been preserved as evidence in a criminal investigation.
💲How were the cameras funded?
The City's Flock camera system was purchased through a 2025 Public Safety Grant.
